To me it seemed like they were trying to put together a rudimentary terrace farm. Which definitely could lead to flooding if it’s not managed properly, but it also allows for increased production, as well as water conservation among other benefits.
Really matters on if they have supports to hold it up in order to prevent floods and are properly thinning trees to prevent land slides from the tree roots. At least that’s what I think based on my very minor understanding.
